This is no way to build: The government invests billions in infrastructure without supervision. In recent years there has been no penalty for errant contractors and yet contractors seek to further reduce supervision. The catastrophic collapse of the parking garage in Tel Aviv earlier this year revealed multiple failures in both planning and execution of construction projects.
